Dietrich von Jagow a German Ambassador in Budapest and Károly Bartha agree informally that members of the German Hungarian minority between the ages of 18 and 30 can be incorporated into the Waffen SS if their application is voluntary. Another condition for applicants under the age of 21 is parental agreement and all who are accepted will lose their Hungarian citizenship.
